Job Summary
Provides leadership and administration for a districtwide,
comprehensive employee and organizational development program, including
employee and organizational learning opportunities, change strategies and
training initiatives which promote professional excellence.
Scope
This position works in the area of human resources. Work
contacts include Governing Board members, Vice Chancellors, College Presidents,
administrators, faculty, staff, external community, consultants, governmental
agencies, professional organizations and educational leaders throughout the
nation. Equipment used includes standard office equipment.
Supervision Received
This position reports to the Vice Chancellor of Human
Resources. Broad latitude is given in the development and implement of program
objectives.
Supervision Exercised
Supervises the positions of Manager Employee & Organizational
Learning, Manager Technology Training, Business Process Analyst, Technology
Trainer, Administrative Secretary and/or other assigned staff. Provides work
direction to assigned staff, external consultants, faculty and special project
administrators.
Representative Duties
Provides districtwide leadership and direction which
facilitates the development of programs designed to enhance the personal and
professional potential of all employees; directs and oversees the
districit-wide organizational learning development; directs the design,
development, implementation, integration and assessment of initiatives
including organizational change, organizational analysis, faculty and staff
renewal learning, training programs and courses; administers employee incentive
and recognition programs; conducts succession planning for the development of
career growth opportunities; provides guidance and consultation for
organizational change and employee development divisions, departments, work
units and teams district-wide; oversees the design, development and
implementation of new technology training initiatives, organizational learning
analysis and change and workforce diversity initiatives; collaborates with
faculty to design, develop, implement and assess individual and organizational
learning; provides leadership in developing, implementing and assessing
processes to provide for the transformation of Human Resources, Business
Services, Student Services and Information Technology functions; administers
budget; collaborates with the executive team as well as others to further
employee and organizational development to meet the changing needs of the
organization; performs related duties as assigned.
Knowledge and Abilities
Knowledge of: current principles, practices and trends in
leadership and management as they apply to employee and organizational
development; student and adult learning theory and practices; educational,
cultural, political, governmental and employee relations issues; local,
regional and national community, business and governmental organizations.
Ability to: provide leadership and direction for long-range
planning and design of employee and organizational development programs;
integrate large-scale systemic change programs with a wide-range of administrators
as well as local and national educational leaders; keep abreast of current
trends in technology applications; supervise assigned staff and special project
directors; make oral presentations; communicate effectively orally and in
writing; establish cooperative working relationships in the course of
performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in organizational design
and development or related field and/or professional experience in
organizational design and development in an educational environment.
Special Conditions of Employment
May require travel as well as evening and weekend hours. Some positions may require a Class D Driver’s License.
