Job Summary

 

The purpose of this classification is to coordinate the planning, organization and development of consistent  district-wide public safety operational standards; to plan for and maintain collaborative ongoing development and support of public safety procedures and practices, and the implementation of District Governing Board policies related to the protection of life and property, and the prevention of crime.  Responsibilities include administration of departmental budget, and coordination with external agencies, community and District groups regarding functions associated with crime prevention, public safety personnel recruitment and training, and building security programs; parking and traffic control; large crowd management; emergency preparedness; and related initiatives essential to the creation of an environment conducive to teaching and learning.

Scope

 

This position provides a district-wide focus on public safety, and requires coordination and collaboration with administrators, faculty, staff and students; representatives of community organizations; and governmental and external public safety agencies.  Equipment used includes current standard office equipment, hardware and software, and professional public safety-related equipment as approved by the District Governing Board.

 

Supervision Received

 

This position reports to the Vice Chancellor for Business Services; receives general direction regarding routine matters and specific instructions regarding non-routine matters; and is granted broad latitude to coordinate the development, design, implementation and evaluation of district-wide public safety programs and services.

May supervise support staff.


Representative Duties

 

This position provides leadership for continuous efforts to enhance the professionalism and effectiveness of district-wide public safety operations; coordinates collaborative planning and development of public safety programs and support services relating to personal protection, facility and property security, crime prevention, parking and traffic management, investigations and emergency preparedness; develops short- and long-range goals, objectives and strategies related to continuous improvement of public safety measures throughout MCCCD; monitors and analyzes district-wide public safety operations, proposes solutions-based initiatives to resolve safety issues, and coordinates development and implementation of remedial efforts as needed; works collaboratively with MCCCD College Presidents and Public Safety Officers to establish district-wide public safety operating standards and written public safety procedures; serves as District liaison with State and local public safety agencies; coordinates recruitment efforts for public safety candidate pools; recommends and coordinates public safety professional development programs; prepares reports on public safety issues related to the Maricopa Colleges, and all departmental activities, upon request; may serve as special consultant to District and College administrators; performs other duties that may be assigned.


Knowledge and Abilities

 

Knowledge of: Arizona Revised Statutes, Federal, State and local laws applicable to public safety; principles, practices and procedures of public safety and modern police science; program development, budgeting procedures, and supervisory practices; established public safety service standards, and methods of monitoring, evaluating, documenting and reporting.

 

Ability to: coordinate development and implementation of approved public safety practices and procedures; develop short- and long-range goals and objectives; work with College Public Safety Directors and staff to develop and manage district-wide strategic plans; develop and coordinate a public safety personnel recruitment program; establish and maintain cooperative working relationships with District and college administrators, faculty, staff and students, public safety employees, law enforcement agencies and the general public; maintain current understanding of public safety issues and trends in the community; communicate effectively orally and in writing, establish cooperative working relationships with persons contacted in the process of performing assigned duties.


Training and Experience

 

A demonstrated record of integrity and leadership, and a career progression of increasing responsibility including a minimum of five years experience in command level public safety positions with supervisory experience at the administrative level.  Experience developing public safety procedural standards and operations.  Experience working in complex organizations and with multi-agency operations.  Must possess the following: a Bachelor’s Degree from an accredited college or university in the areas of criminal justice, business administration, public administration or related field of study; a valid State of Arizona Class D Driver’s License; a State of Arizona police officer certification; current American Red Cross First Aid-CPR certification or ability to obtain certification within 12 months of hiring.


Special Conditions of Employment

 

Preference will be considered for candidates with: experience as a public safety administrator working in a higher education environment; substantial involvement in the development of standards and practices for public safety operations; a Master’s Degree from an accredited college or university in the areas of criminal justice, business administration, public administration or related field of study.  Preference will also be considered for candidates who have graduated from the FBI National Academy; have completed FEMA training course on incident command systems, and/or Homeland Security training related to domestic and international terrorism; or with experience in dignitary protection or crowd control at major events.


Working Conditions

 

This position may require the incumbent to be on 24-hour emergency call; carry a pager or cell phone; work unusual hours on occasion; be exposed to potential danger in emergency situations; and occasionally lift heavy objects. Some positions may require a Class D Driver’s License.
