Job Summary
Manages district-wide budget preparation and control of
activities for all funds; prepares a variety of financial reports, projections
and analyses; and provides strategic analysis services.
Scope
This position works in Business Services and Finance. Work contacts include District personnel,
administration, faculty, students, state and local government agencies, and the
public.
Supervision Received
This position reports to an Associate Vice Chancellor
Business Services Operations; receives broad instructions regarding daily
activities; specific instructions regarding highly sensitive matters.
Supervision Exercised
Supervises Principal and Senior Budget Analysts, budget
analysts, students, support staff and temporaries.
Representative Duties
Coordinates the design and implementation of the annual
District‑wide budget planning and preparation for all funds ‑
general, auxiliary, restricted and plant funds; supervises the production and
publication of all official district budget materials; serves as the senior
staff member for the Financial Advisory Council; coordinates and recommends the
design of budgeting systems, policies and procedures; oversees the preparation
of budget reports required by the State and other governmental agencies;
initiates and monitors budget transfers; conducts a variety of financial
analysis and other strategic analysis in response to issues raised by District
personnel, Governing Board members and the public; develops long and short
range financial plans, projection of District expenditures and revenues,
preparation of annual District budget, control and analysis of budgeted
expenditures; position control function; prepares options and recommends
alternatives pertaining to improved management of the Governing Board's
resources; recruits and trains professional staff; performs related duties as assigned.
Knowledge and Abilities
Knowledge
of: program planning and budgeting processes, financial and statistical
analysis; financial projection techniques; and on‑line computerized
financial records systems.
Ability
to: coordinate large projects with numerous participants; make effective
written and oral presentations; and establish cooperative working relationships
with persons contacted in the course of performing assigned duties.
Training and Experience
Any combination of education, training, and experience that
provides the required knowledge and abilities. An example of this would be a college degree in Business
Administration, Public Administration or related field; and/or fiscal
management experience in an organization with computerized financial records
systems.
Special Conditions of Employment
Working Conditions
Position may require prolonged periods of viewing CRT and
microfiche reader. Some positions may require a Class D Driver’s License.
