Job Summary


Coordinates, evaluates and manages the implementation and compliance of the overall Maricopa Governance System in the Maricopa Community College District including review and monitoring of policies, goals and regulations. Serves as a liaison for external constituents that have concerns regarding the service provided at Maricopa college locations.

 

Scope


This position works in the area of legal.  Work contacts include executives, administrators, staff, Governing Board members external communities, governmental agencies and professional organizations.  Equipment used includes standard office equipment.

 

Supervision Received


This position reports to the General Counsel; receives broad direction as to goals and objectives.

 

Supervision Exercised


This position supervises assigned administrative staff.

 

Representative Duties

 

Develops strategic plan for evaluation of Maricopa Governance System; plans, evaluates and administers the overall Maricopa Governance system process which includes analyzing Board policy and reviewing/rewriting the adoption of new/amended administrative regulations; develops and recommends methodologies and tools to evaluate and monitor GOAL Outcomes; conducts evaluation of GOAL Outcomes at public meetings; develops, evaluates and conducts the Governing Board self‑evaluation system and coordinating the monitoring report for the Chancellor’s Executive Duties and Responsibilities; initiates, evaluates and implements final Maricopa Governance Plan for MCCCD; directs implementations of policy change; serves as a resource to internal and external communities on Maricopa governance; receives and reviews calls/concerns from external constituents and routes them to appropriate party for resolution; conducts external constituent complaint investigations upon request by appropriate college or district authority; reviews and responds to requests for public records; facilitates collection of records; works with public information officers and other college administrators on assembly and release of records; provides information and informal interpretation of rules, policies and procedures; monitors concerns received for patterns, trends and issues in order to advise the Board and Chancellor accordingly; plans, coordinates and conducts presentations/training related to Maricopa governance and ombuds services and public records requests and retention; develops informational materials on Maricopa governance, public records and employee hotline access; administers District’s employee confidential hotline service; provides leadership and direction in addressing areas of concern raised through hotline disclosures; confers with all necessary internal community members to address employee hotline  concerns through final resolution; assembles data on concerns to guide Chancellor, Executives, and key decision makers on adoption of policies and administrative regulations, as well as other organizational measures, to address areas of concern revealed through hotline disclosure process; serves as authority on protocols for records release, retention and destruction; directs implementation of policy/regulation change where appropriate; performs related duties as assigned.

 

Knowledge and Abilities


Knowledge of: State statutes, public policy principles; policy governance; team building; organizational theory and assessment; understanding of methodologies related to public administration such as public affairs, policy analysis and ombuds services; project management; laws regarding public records; dispute resolution and mediation processes.

 

Ability to: conduct research and investigations; utilize sound judgment and research in situations lacking clarity or direction; counsel or mediate in difficult situations; evaluate organizational program and policies; develop consensus of opinion; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in public administration and/or demonstrated experience in the administration of policy governance and organizational assessment.

 

Special Conditions of Employment


Incumbent must be available to attend evening Governing Board meetings. Some positions may require a Class D Driver’s License.
