Job Summary
Provides legal advice to Governing Board, administrators,
faculty and staff. Advises District
administration and staff in complying with state and federal statues, court
decisions, government regulations and policy.
Scope
This position works in the area of legal. Work contacts include judges, court
personnel, opposing attorneys, municipal and state officials, insurance professionals,
administrators, faculty and other staff.
Equipment used includes standard office equipment.
Supervision Received
This position reports to General Counsel; receives general
direction regarding routine and standard matters; specific instructions
regarding non‑routine and sensitive matters.
Supervision Exercised
May direct work of assigned staff.
Representative Duties
Advises administration in all areas of employment law;
provides interpretation of employment and civil rights legislation and case law
and develops policy to maintain district compliance with the same; represents
the District with state and federal agencies in complaints of discrimination
and harassment; may represent the District during internal grievance and
termination hearings as well as employment related lawsuits; reviews and
approves legal sufficiency of contractual activities to insure compliance with
statutes, case law, government regulations, policy and budget guidelines;
answers public inquiry and has final disposition of contract and insurance
issues; conducts in coordination with other personnel, negotiations relating to
contracts, real property acquisition by purchase or lease, construction and
guidance to colleges in contract and insurance processing; assures compliance
with District procedures; provides legal direction for risk management
including loss prevention, occupational safety and compliance with federal and
state requirements under OSHA; serves as District contracting authority in
matters delegated from the Governing Board; assists Legal Counsel in legal
research and litigation duties; performs related duties as assigned.
Knowledge and Abilities
Knowledge
of: general legal principles; employment, civil and administrative law;
contracts and insurance procurement and administration; OSHA statutes and
regulations.
Ability
to: practice law; interpret employment and civil rights legislation and case
laws; negotiate contracts; assist Legal Counsel; communicate effectively orally
and in writing; establish cooperative working relationships with persons
contacted in the course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a law degree with undergraduate study in
business or related field with legal experience in affirmative action,
employment law or contracts, insurance, construction and real estate. Experience with government agencies
preferred.
Special Conditions of Employment
This position requires possession of a J.D. degree. Some positions may require a Class D Driver’s License.
