Job Summary

Plans, directs, implements and evaluates the annual budget development process including: budget development for programs, services, expenditure items and revenues. Plans, directs and evaluates strategies to link strategic planning and budgeting activities and to advance strategic goals and plans through budget allocations and operational processes and practices.


Scope

This position works in the area of Business Services. Work contacts include Governing Board members, administrators, faculty, staff, students, media, outside governmental agencies and the public. Equipment used includes standard office equipment.


Supervision Received

This position reports to the Vice Chancellor for Business Services; receives general direction regarding routine and standard matters; specific instructions regarding non-routine and highly sensitive matters; broad latitude given in the development and design of budget development and long term financial planning processes.


Supervision Exercised

Supervises Budget and Financial Planning staff as well as Budget Development System staff and consultants.


Representative Duties

Plans, directs, implements and evaluates the District's budget development, program planning and long term financial planning processes; plans and conducts policy analyses to evaluate operational and budget issues and recommend actions; develops, implements, coordinates and evaluates the District-wide activities and processes to identify, evaluate, prioritize and recommend budget requests, reallocations and resource levels; prepares and oversees the preparation of accurate forecasts for all types of revenues and expenditures, including new and expanded student, public service and support services and programs, salary proposals, collaborative policy development agreements, faculty and instructional costs, capital construction, equipment needs, supplies, utilities and postage, etc; develops, recommends, administers and evaluates varied District-funded scholarship programs; recommends resident and non-resident tuition and fee rates, State aid and property tax levies; recommends balanced and accurate budgets that reflect Governing Board policies and statutory requirements; maintains continuous assessment of District financial needs and resources; develops, implements and evaluates comprehensive plans for financial and/or performance reviews of programs and service areas; oversees program performance reviews, leads and coordinates activities to adjust budgets accordingly; prepares and issues comprehensive long term financial plans and forecasts; creates, plans, directs, implements and evaluates processes to appropriately link budgeting and strategic planning activities; establishes and reports on linkages of budget allocations to strategic goals; keeps abreast of relevant statutes and legislation that impact the District's resources and expenditures and implements changes as required; prepares and provides training to staff, faculty and students; conducts outreach and public hearings for students and the public; oversees and prepares reports to the State Board of Directors, County, state agencies and for legal publication; oversees budget review of Governing Board agenda for items; works with legislative and Governor's Office staff and Government Relations staff on issues that affect the District's resources and expenditures; oversees budget review and approval of personnel actions; recruits, trains and supervises assigned staff; organizes and manages the development, upgrading and maintenance of the computerized Budget Development System including product design, functionality, staffing, phasing, etc.; prepares, evaluates and makes recommendations that result from RFPs issued for Maricopa and State-wide community college partnerships; prepares studies for Arizona college business officials and other groups; provides leadership, technical and analytical support to the Financial Advisory Council, Maricopa Risk Assessment Process Task Force, other councils, college and District office faculty and staff; chairs the Budget Development System Steering Team, serves as a member of other teams and work groups; performs special projects as assigned by the Vice Chancellor for Business Services; performs related duties as assigned.


Knowledge and Abilities

Knowledge of: accounting, budgeting principles and practices; financial and strategic planning; budget administration; statistics, data collection methods; policy analysis; financial modeling and forecasting; bidding processes; legislative processes; computerized accounting; budgeting and human resources system; quantitative and qualitative financial and policy analyses.


Ability to: provide leadership and direction for complex departments, programs and processes requiring continuing district-wide coordination; analyze and oversee the analysis of data and information; manage and resolve ambiguous problems; plan, coordinate, direct and evaluate the work staff; research, develop and implement strategies for decision-making; exercise considerable judgment and discretion; prepare comprehensive reports; present ideas clearly and comprehensively, both orally and in writing; establish cooperative working relationships in the course of performing assigned duties.


Training and Experience

Any combination of education, training, and experience that provides the required knowledge and abilities. An example of this would be a college degree in Business or Public Administration or related field and extensive professional experience in budgeting and financial planning in a large, complex organization. Considerable supervisory experience required.


Special Conditions of Employment

Some weekend and evening work is required. Some positions may require a Class D Driver’s License.
