Job Summary
Designs, develops, implements and evaluates administrative
and academic computing and communications systems including planning, budgeting
and allocation of personnel and resources in support of the strategic
objectives of the college.
Scope
This position works in the area of information
technologies. Work contacts include
administrators, faculty, staff and students.
Equipment used includes standard
office equipment and a variety of computer hardware, software and
telecommunications equipment.
Supervision Received
This position reports to the Vice President Administrative
Services; receives general direction regarding routine and standard matters;
specific instructions regarding non‑routine and sensitive matters.
Supervision Exercised
Depending on
location/department, may supervise the positions of Manager IT
Development, Systems Engineer, Senior Network Administrator, Supervisor
Computer Lab, Manager Media Services, Programmer, Programmer Analyst,
Coordinator Computer Services, Computer Operator, Help Desk Analyst, Office
Coordinator, Web Developer, Web Technician, Administrative Secretary and/or
other assigned staff.
Representative Duties
Plans, directs and evaluates the strategic direction for the
development and operation of an information services unit which includes
networking, hardware, software, telecommunications and user support; ensures
the various networks are integrated; recommends new applications and new
configurations and assesses the technological capacity to meet the future needs
of the college; provides guidance and implementation to college designed
academic applications in response to student and faculty learning needs;
designs technology applications which link specific applications such as annual
reports, assessment plans, organizational data and goals and objectives to
district-wide systems; develops other college specific technology programs/services
such as student e-mail and storage needs and creates processes to access data
due to software limitations; responsible for facility wiring infrastructure
design and implementation; develops the RFP's, selects vendors, and negotiates
fees; coordinates purchases for all IT needs of the college including desktops,
servers, software, hardware and warranties; develops and monitors department
budget; maintains liaison with outside vendors; confers with users and advises
on procedures, methods, technical concerns and budgets; conducts cost benefit
analyses of proposed systems; researches and monitors technological changes and
innovations; develops long range goals and objectives; performs related duties
as assigned.
Knowledge and
Abilities
Knowledge
of: current administrative and management practices; information system
development including development, implementation and integration of on‑line
systems and networks; database management and telecommunications systems;
appropriate computer languages; applications and changes of hardware and
software packages associated with computing systems; budgeting and strategic
planning processes.
Ability
to: maximize the use of facilities, hardware, software and resources; prepare
and evaluate bid documents and negotiate contracts; supervise staff; manage
project schedules; analyze, interpret and prepare reports; organize work flow;
prepare and monitor budgets; communicate effectively orally and in writing;
establish cooperative working relationships with persons contacted in the
course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in computer science and/or
business administration with experience in supervising and organizing computing
and telecommunications services and programs in an educational environment.

Positions in this class may require prolonged monitor
viewing. Some positions may require a Class D Driver’s License.
