Job Summary
Plans, directs and implements strategic information
technologies in the District including planning, budgeting, management
technology resources and personnel.
Scope
This position works in the area of strategic information
technologies. Work contacts include
administrators, faculty, staff, students and vendors. Equipment
used includes standard office equipment and a variety of computer hardware and
software.
Supervision Received
This position reports to the Vice Chancellor of Information
Technologies; receives general direction regarding routine and standard
matters; specific instructions regarding non‑routine and highly sensitive
matters.
Supervision Exercised
Depending on
location/department, may supervise the positions of Manager IT
Development, Manager Network Communication Systems, Manager Computer
Operations, Programmer Analyst, Database Administrator, Systems Application
Analyst, Programmer, Enterprise Application Designer, Administrative Assistant
and/or other assigned staff.
Representative Duties
Directs and oversees implementation of strategic
technologies; supervises and coordinates the work of assigned staff; maximizes
the use of hardware, software and quality of services; develops, refines and
implements integrated computerized systems; researches, negotiates, tests and
supervises implementation of innovative software technologies such as Web
applications; develops/proposes budgets; contracts and negotiates assignment of
outside vendors; confers with users and advises on procedures, methods,
technical concerns and budgets; conducts cost benefit analyses of proposed
systems; researches and monitors technological changes and innovations;
develops long range goals and objectives; oversees development of grant
proposals; foster professional development of assigned staff; performs related
duties as assigned.
Knowledge and Abilities
Knowledge of: information system development including
analysis, implementation and integration of online systems; database management
systems; appropriate computer languages; applications and changes of hardware
and software packages associated with computing systems; budget development
principles.
Ability to: maximize the use of facilities, hardware and
software; supervise staff; manage project schedules; analyze, interpret and
prepare reports; organize workflow; prepare and monitor budgets; communicate effectively
orally and in writing; establish cooperative working relationships with persons
contacted in the course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in computer science and/or
business administration with experience in supervising and managing major
software development projects.

Position in this classification may require prolonged
monitor viewing. Some positions may require a Class D Driver’s License.
