TITLE: DISTRICT DIRECTOR FACILITIES PLANNING & DEVELOPMENT

Job Summary


Plans, organizes and administers facilities planning, development, design, construction, building utilization, landscaping, maintenance and operations programs within the District to provide a physical environment that supports and enhances learning and teaching. 

 

Scope


This position works in the area of facilities planning and development.  Work contacts include administrators, faculty, staff, students, state agencies, the community and the public.  Equipment used includes standard office equipment. 

 

Supervision Received


This position reports to the Vice Chancellor of Student Development & Community Affairs; receives general direction regarding routine and standard matters; specific instructions regarding non‑routine and highly sensitive matters. 

 

Supervision Exercised


Supervises the positions of Assistant Director Facilities Planning & Development, Supervisor Grounds & Maintenance, Administrative Secretary and/or other assigned staff

 

Representative Duties


Plans, organizes, coordinates and administers the activities of the department of Facilities Planning & Development; initiate, manages and approves programs, projects, activities and property acquisitions relating to capital development and technology infrastructure for the District; plans and administers new and remodeling construction developments; recommends the selection and supervises personnel for the department; determines the amount of and allocations for future capital programs and provides input for fundraising and marketing; recommends budget for the department; maintains continuous assessment of district needs for educational facilities; assists the community and administration in the development of educational requirements and specifications for district facilities; monitors the progress of contractors and construction management companies; develops and prepares reports, specifications and cost estimates for new and remodeled facilities; provides expertise and presentations in areas of facilities planning and development; recommends budgets involving construction and remodeling; makes presentations to the Governing Board, executives, external and internal audiences; coordinates department activities with purchasing and budget control units; performs related duties as assigned.

 

Knowledge and Abilities


Knowledge of: design and construction of buildings and infrastructure; maintenance and operations; utilities and central plants; laws and common practice for purchasing and procurement; budget preparation; monitoring and reporting techniques; management principles, practices and techniques.

 

 

Ability to: match educational programs to building needs; manage projects and people; interpret architectural and electrical designs and drawings; prepare construction specifications; prepare presentations; communicate effectively orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.

 

Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree and/or experience in architectural design or facilities planning along with exposure to the work of various building maintenance crafts. 

 

Special Conditions of Employment


Some positions may require a Class D Driver’s License.
