Job Summary

Designs, evaluates and implements extensive high level academic affairs relations, professional liaisons and research on behalf of the Office of the Vice Chancellor.

Scope

This position works in the Vice Chancellor's Office. Work contacts range throughout all employee levels, including the Vice Chancellors and College Presidents, as well as a wide variety of business, community, and governmental leaders throughout the state. Equipment used includes standard office equipment.

Supervision Received

This position reports to the Vice Chancellor for Academic Affairs. Because of the high volume of special projects, work direction and consultation occur frequently, with the incumbent expected to complete projects independently after assignment.

Supervision Exercised

This position may exercise supervisory authority, as well as provide work direction to office staff and consultative advice to a variety of administrators and staff throughout the District.

Representative Duties

Plans and implements academic affairs projects at district and national levels; plans and directs the general operation of the division; assesses needs, develops operational and capital plans and determines procedures for academic affairs, workforce development, healthcare, teacher education, advanced technology, small business development, curriculum development, faculty development, international/intercultural education, and transfer/articulation.  Facilitates development and enhancement of innovative projects and initiatives to secure grant funding.  Represents the Vice Chancellor to a variety of educational, business, professional, and Governing Board groups including local, national and regional development efforts and special interest groups; participates as a member of a variety of internal and external committees, leads task forces and organizations relevant to District interests; develops new programs; provides fact finding and troubleshooting activities in areas of special interest for Vice Chancellor; monitors governmental and community affairs of interest to District and relays information to Vice Chancellor; writes speeches and research papers, proposals, programs, and material for the Vice Chancellor or for public dissemination; prepares printed and electronic materials; performs special projects as assigned by Vice Chancellor; plans, prepares and administers division budget; supervises and evaluates managers and staff; manages complex personnel situations; performs related duties as assigned.

Knowledge and Abilities

Knowledge of: curriculum/instructional program development, teaching and learning methods, faculty development, international/intercultural education, workforce development, transfer/articulation, partnership strategies, and academic affairs issues relevant to the District's accomplishment of its mission; District structure and processes; local, national and international, community, business, and governmental organizations; document production and design.

Ability to: supervise and manage resources; provide leadership and direction for complex departments, programs and processes requiring continuing districtwide coordination; analyze and oversee the analysis of data and information; manage and resolve ambiguous problems; plan, coordinate, direct and evaluate the work of staff, research, develop and implement strategies for decision-making; exercise considerable judgment and discretion; prepare comprehensive reports; present ideas clearly and comprehensively, both orally and in writing; relate well with people; establish cooperative working relationships in the course of performing assigned duties; represent the District and the Vice Chancellor to a wide range of internal and external constituencies.

Training and Experience

Any combination of education, training, and experience that provides the required knowledge and abilities. An example of this would be a Masters degree, professional administrative experience and extensive professional experience in an educational environment involving national liaison and issues management responsibilities in a large, complex organization.  Considerable supervisory experience is required.

Special Conditions of Employment

Must be able to attend events on evenings and weekends. Some positions may require a Class D Driver's License.
