Job Summary


Directs, designs, evaluates and implements extensive high level business relations, professional liaisons and research on behalf of the Office of the Vice Chancellor. Directs the Department of Financial Planning and Budget and the operational activities of the District Division of Business Services in the absence of the Vice Chancellor. Implements approved Business policies.


Scope


This position works in the area of business services.  Work contacts range throughout all employee levels including Vice Chancellors, College Presidents, administrators, faculty and staff, as wells as Governing Board members, students, media, business, community and governmental leaders and the general public.  Equipment used includes standard office equipment.


Supervision Received


This position reports to the Vice Chancellor for Business Services; receives general direction regarding routine and standard matters; specific instructions regarding non‑routine and highly sensitive matters; expected to complete projects independently after assignment.


Supervision Exercised


Supervises the positions of Budget Analyst, Senior Budget Analyst and/or other assigned staff; provides consultative advice to a variety of administrators and staff throughout the District.


Representative Duties


Develops long-term strategic, operational and financial plans and forecasts; provides reporting for debt service and bond planning and issues, cost studies, policy analyses; forecasts for all types of revenues and expenditures and continuous assessment of District financial needs and resources; develops comprehensive plans for financial and/or performance reviews of programs and service areas and resulting budget changes; develops strategies to link strategic planning and budgeting activities to advance strategic goals and plans through budget allocations and operational processes and practices; prepares Governing Board meeting materials and provides reports to internal and external entities; recommends fiscal policies; participates as a member of a variety of internal and external committees, task forces and organizations relevant to District interests; recommends balanced budgets that reflect Governing Board policies, administrative regulations and statutory requirements and recommends resident and non-resident tuition and fee rates, state aid and property tax levies; participates in meet and confer and collaborative policy department processes; interprets fiscal and other policies and procedures for College Presidents, Vice Chancellors and other college personnel; provides fact finding and troubleshooting activities in areas of special interest for Vice Chancellor; keeps abreast of and evaluates relevant statutes and legislation that impact the District resources and expenditures and implements changes as required; provides training to staff; plans and conducts outreach and public hearings for students and the public including regular meetings with taxpayers legislative and other government staff; oversees and prepares reports to the county and State agencies and for legal publication; coordinates studies and participates in work groups established by the Arizona college business officials, state-wide district presidents and trustees and other groups; works with legislative committees and other government staff and outside counsel on issues that affect the District's resources and expenditures; oversees budget review and approval of personnel actions; manages assigned staff; organizes and manages the development, upgrading and maintenance of the computerized budget system; represents the Vice Chancellor to a variety of business, governmental, professional and employee policy groups and the Governing Board; acts as liaison on the interdepartmental/divisional projects in the absence of the Vice Chancellor; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: federal/State legislation/proposals which impact accounting, budgeting, financial and strategic planning, information systems, business management, legislative processes, bidding processes; financial and policy analyses and business ethics.


Ability to: supervise and manage resources; provide leadership and direction for complex departments, programs and processes requiring continuing districtwide coordination; analyze and oversee the analysis of data and information; manage and resolve ambiguous problems; plan, coordinate, direct and evaluate the work of staff; research, develop and implement strategies for decision-making; exercise considerable judgement and discretion; prepare comprehensive reports; present ideas clearly and comprehensively, both orally and in writing; establish cooperative working relationships in the course of performing assigned duties; represent the District and the Vice Chancellor to a wide range of internal and external constituencies.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in business or public administration or related field; extensive professional experience in business administration and financial planning involving significant liaison and issues management responsibilities in a large, complex organization; supervisory experience.  Master’s degree required.


Special Conditions of Employment


Must be able to attend events on evenings and weekends. Some positions may require a Class D Driver's License.
