Job Summary
Designs, evaluates and implements extensive high level information technology relations, professional liaisons and research on behalf of the Office of the Vice Chancellor.
Scope
This position works in the Vice Chancellor’s Office. Work contacts range throughout all employee levels, including the Vice Chancellors and College Presidents, as well as a wide variety of business, community, and government leaders throughout the state. Equipment used includes standard office equipment.
Supervision Received
This position reports the Vice Chancellor for Information Technology Services. Because of the high volume of special projects, work direction and consultation occur frequently, with the incumbent expected to complete projects independently after assignment.
Supervision Exercised
This position may exercise supervisory authority, as well as
provide work direction to office staff and consultative advice to a variety of
administrators and staff throughout the District.
Representative Duties
Plans and implements information technology applications at
all district levels; plans and directs the general operation of the division;
assesses needs, develops operational and equipment plans and determines
procedures for information technology requirements, systems and network
equipment and applications, district communication systems including data, telephone,
video conferencing and Internet; manages and oversees management projects in
the major systems of human resources, student information, financials, library,
email and course management; manages the security issues of the network and
systems; maintains liaison to college technical teams; plans, prepares and
administers division budget; develops and evaluates responses for
specifications and bid solicitations; evaluates information resource services;
supervises and evaluates managers and technical staff; manages complex
personnel situations; develops and interprets technology policy for executives
and employees; keeps abreast of and evaluates relevant technological statutes
and legislation that could impact district; negotiates specified contracts with
vendor for technology or services; keeps abreast of technological trends which
would benefit Maricopa; participates as a member on a variety of internal and
external committees, task forces and organizations relevant to District
interest; prepares printed and electronic materials; provides fact finding and
troubleshooting activities in the areas of special interest to the Vice
Chancellor; keeps abreast of technology developments and policy changes;
performs related duties as assigned.

Knowledge of: information technology issues relevant to the
District’s accomplishment of its mission; District structure and processes;
local, national and international, community, business, and governmental
organizations; document production and design.
Ability to: supervise and manage resources; provide
leadership and direction for complex departments, programs and processes
requiring continuing district-wide coordination; analyze and oversee the
analysis of data and information; manage and resolve ambiguous problems; plan,
coordinate, direct and evaluate the work of staff, research, develop and
implement strategies for decision-making; exercise considerable judgment and
discretion; prepare comprehensive reports; present ideas clearly and comprehensively,
both orally and in writing; represent the District and the Vice Chancellor to a
wide range of internal and external constituencies; establish cooperative
working relationships in the course of performing assigned duties.
Training and Experience
Any combination of education, training, and experience that
provides the required knowledge and abilities.
An example of this would be a Master’s degree in computer science and/or
extensive professional administrative experience in Management Information Systems
or related field, extensive professional experience in an educational
environment involving significant liaison and IT issues management
responsibilities in a large, complex organization. Considerable supervisory
experience required.
Special Conditions of Employment
Must be able to attend events on evenings and weekends. Some positions may require a Class D Driver’s License.
