Job Summary
Serves as the District's
Public Affairs Officer, and is responsible for the overall development and coordination
of public affairs. Collaborates with the Chancellor and the Executive Team as
well as internal and external constituent groups to further the vision of the
organization as it responds to the changing needs of the community.
Scope
The Associate Vice
Chancellor Public Affairs directs the operations of the Public Affairs
Division. Collaborative relationships include executive team members, students,
faculty, staff, administrators, public representatives, business and community
leaders, state and national organizations, external government, regulatory,
funding, and agency representatives.
Supervision Received
This position reports
directly to the Chancellor and operates within broad District Policies.
Supervision Exercised
This position supervises an
Administrative Assistant and assigned staff in the following areas: civic
participation; government relations; marketing, and public and media relations;
communications; and P-20 and community partnerships.
Representative Duties
Develops and recommends long
and short range public affairs planning and development; directs all aspects of
civic participation; government relations; marketing, and public and media
relations; communications; and P-20 and community partnerships; informs and
consults with the Chancellor regarding division status and any major or unusual
development; participates in overall District strategic planning; works with
multi-cultural community to assess needs and develop appropriate programs;
coordinates public affairs activities with the College Presidents, Vice
Chancellors, and other designated personnel in the District; serves on
executive committees and councils in the areas of public affairs; acts as
legislative liaison as directed; establishes and maintains a climate which
encourages the development of personnel, the retention of competent personnel,
high level of morale, and achievement of District goals; performs related
duties as assigned.
Knowledge and Abilities
Knowledge of: civic
participation; government relations; marketing, and public and media relations;
communications; and P-20 and community partnerships; appropriate policies,
guidelines, and statues governing educational development and services.
Ability to: work
independently and with teams, making decisions based upon Governing Board and
Chancellor policies; direct district wide public affairs through subordinate
managers; develop district wide strategic plans; establish good working
relationships with administrators, staff, students, business and governmental
leaders and a multi-cultural community; communicate effectively orally and in
writing
Training and Experience
Any combination of
education, training, and experience that provides the required knowledge and
abilities. An example of this would be a Master's degree from an accredited
institution, preferably an earned doctorate with extensive executive-level
experience in the administration of public affairs programs in a higher
education environment.
Special Conditions of
Employment
May require travel and
evening and weekend hours. Some positions may require a Class D Driver's
License.
