Job Summary


Plans, directs, administers and organizes financial management services and reporting, both internal and external, for the district to insure maximum fiscal viability and accountability. Directs the investment and management of district liquid assets consistent with investment policies and objectives. Initiates financial analyses and implements approved policies, accounting practices and procedures for the District.


Scope


This position works in the area of business services. Work contacts include Governing Board members, administrators, staff, a variety of government and financial institutions, agencies, students, representatives of other college districts and the public.


Supervision Received


This position reports to the Vice Chancellor for Business Services; receives general direction regarding routine and standard matters; specific instructions regarding non-routine and highly sensitive matters.


Supervision Exercised


Supervises the positions of Manager Accounting, Business Systems Analyst, Office Coordinator and/or other assigned staff.


Representative Duties


Plans, administers and controls directly or through delegation the functions of general accounting, automated accounting and other administrative systems, fiscal services, student financial services, grants and contract accounting, accounts payable, accounts receivable, travel, cash management, investments, tax audits, capital financing, property accounting and control; administers the overall financial management services and reporting, both internal and external for the district to include all records, recording of transactions, reporting and management of adequate controls for all funds; coordinates the preparation of district financial statements and comprehensive annual financial report and management of all audits of district activities to include the formulation of responses to audit findings and implementation of necessary corrective actions; develops and controls the district's investment program; assists in the preparation of monitoring reports and other Governing Board meeting materials; provides financial reporting to the district for internal management, Governing Board, State and federal agencies and the public; provides financial information to support district debt service issues and insures debt issues are properly managed and retired; represents the district in presentation, negotiations and development of bonding proposals; provides budget monitoring and reporting for all areas for the district; responsible for fund integrity and proper fund management for all district monies to insure compliance with applicable federal and state laws, legislative requirements, and District policies and procedures; plans, implements and administers a computerized financial system to provide improved financial information services to all areas for the district; serves as an institutional liaison for the district with individuals responsible for financial management at the other state community college districts and the higher educational institutions throughout the state and nation; may represent and act for the Vice Chancellor for Business Services in the absence of the Vice Chancellor on financial related activities for the District; serves on internal and external committees related to financial management and reporting; develops, recommends and interprets fiscal policies and procedures; analyzes legislation for fiscal impact; assists in the development of long-range financial planning; coordinates with directors and managers responsible for budget, procurement, auxiliary and internal audit services; supervises assigned staff; performs related duties as assigned.

Knowledge of: principles, practices and procedures of business; governmental accounting, finance and investment; budgeting; integrated enterprise-wide financial information systems; business management and ethics.


Ability to: supervise and manage resources; provide leadership to staff; supervise and evaluate the work of others; perform difficult technical accounting and financial work; communicate effectively orally and in writing; establish cooperative working relationships in the course of performing assigned duties.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in business administration or accounting and/or management experience in accounting, auditing and administration. MBA preferred.


Special Conditions of Employment


CPA required. Some positions may require a Class D Driver’s License.
