TITLE:  DISTRICT DIRECTOR EQUAL EMPLOYMENT OPPORTUNITY COMPLIANCE & RECRUITMENT

Job Summary

 

Provides leadership and guidance to the District on equal employment opportunity and recruitment initiatives.  Directs, organizes, administers and evaluates the district’s equal employment opportunity programs and recruitment functions district wide.  Oversees the monitoring and auditing of employment conditions and practices to ensure nondiscrimination provision of equal employment opportunity and affirmative action. 

 

Scope

 

This position works in Legal Services. Work contacts include Governing Board, executives, administrators, faculty, staff, governmental and community agencies, consultants, attorneys, local, national and international applicants, colleges and universities and the general public.  Equipment used includes standard office equipment.

 

Supervision Received

 

This position reports to the General Counsel.  Broad latitude is given in the development and implementation of program objectives; receives general direction regarding routine and standard matters, and specific instructions regarding non-routine and highly sensitive matters.

 

Supervision Exercised

 

Supervises the positions of Coordinator of Equal Employment Opportunity, and Administrative Secretary III.

 

Representative Duties

 

Provides leadership and guidance to the District on equal employment opportunity and recruitment issues;   plans, directs, evaluates and implements equal employment opportunity and recruitment programs, training sessions on equal employment opportunity and recruitment; recommends and aids in developing policy; assures adherence to policies and procedures;  supervises and provides direction to staff engaged in developing and administering equal employment opportunity policies and procedures; serves on districtwide councils and committees that make districtwide recommendations to various councils; works with and advises Governing Board members, College Presidents and administrators on equal employment opportunity and recruitment issues; interprets and maintains compliance with federal and state employment laws; designs, coordinates and facilitates districtwide training programs on equal employment opportunity and recruitment issues, equal employment laws and other pertinent topics; directs and administers internal districtwide programs on equal employment opportunity, affirmative action, and recruitment; keeps current on and adheres to federal and state equal employment statutes and internal policies; establishes short and long term objectives for recruitment programs, performs related duties as assigned directs internal discrimination complaint process, conducts and coordinates reports and research related to equal employment opportunity to be used for management decision-making and program development, supervises, plans, oversees, and coordinates recruitment processes and activities with Colleges and District Human Resources and the Marketing and Public Relations Department. Represents and reports to the Vice Chancellor Human Resources on matters related to diversity, equal employment opportunity, affirmative action, and recruitment, oversees and conducts training as appropriate on Title VII and Equal Opportunity initiatives, Affirmative Action Plan reports, provides support and guidance to Talent Management Programs to insure equal opportunity access to training and other program initiatives, develops and administers budget, participates in the development and solicitation of bids; develops seminars; oversees preparation of District Affirmative Action Plan, performs special projects as assigned by Vice Chancellor; performs other duties as assigned.

 

Knowledge and Abilities

 

Knowledge of: comprehensive federal, state, and local laws, including complex federal and state regulations, regarding affirmative action, equal employment; recruitment and investigative strategies, and diversity; distanced recruitment and communication; budget development and administration; statistical concepts and data collection methods; office management and leadership techniques.

 

Ability to: provide leadership and direction for complex equal employment opportunity, affirmative action, and recruitment programs; effectively market the District as a national employer; select, motivate and develop personnel; direct the work of staff; research and develop strategies and recommend direction for programs; administer budgets; interpret policies, procedures and governmental regulations; analyze data to arrive at valid conclusions, recommendations and plans of action; prepare comprehensive reports including the Affirmative Action Program and represent ideas clearly and concisely both orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.

 

Training and Experience

 

Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in human resources management, personnel administration, or related field and/or extensive professional experience in the administration of a complex human resources program with an emphasis in the areas of equal employment opportunity, recruitment, or related field.  Demonstrated leadership skills.  Experience in technology applications.  Human Resources certification desired.

 

Special Conditions of Employment

 

Some evenings, weekends, and out-of-area travel may be required as related to recruitment and outreach duties.

 

Working Conditions

 

Some positions may require a Class D Driver’s License.
