Job Summary
Plans, directs, evaluates and oversees the administration of
MCCCD's cafeteria plan, related benefit programs, worker's compensation,
retirement program, COBRA, payroll and salary administration programs. Chairs and technically advises the
Districtwide Employee Benefits Committee and the District Job Evaluation Committee.
Advises on design of all benefit plans.
Scope
This position works in the area of human resources. Work
contacts include Governing Board members, Vice Chancellors, College Presidents,
faculty, staff, consultants, outside agencies and the public. Equipment used includes standard office equipment.
Supervision Received
This position reports to the Vice Chancellor Human
Resources; receives general direction regarding routine and standard matters;
specific instructions regarding non‑routine and highly sensitive matters;
broad latitude given in the development and plan design of benefit and job
evaluation programs.
Supervision Exercised
Supervises the positions of Manager Human Resources,
Coordinator Strategic Systems and/or other assigned staff.
Representative Duties
Plans, directs, evaluates and oversees administration of
MCCCD's benefit, retirement, payroll and wage/salary departments; chairs and
advises districtwide benefit committee on types of benefit plans, plan design,
levels of coverage and co‑pays which will impact insurance premium rates;
recommends allocation of flex credits for employees and recommends new/revised
HR policies such as LOA's, domestic partner eligibility, EAP remands etc; makes
recommendations on retirement incentive programs and salary and benefit plan
updates; analyzes risk patterns and prepares fiscal analyses and self‑insurance
recommendations and reinsurance coverage; prepare defense and case histories
for benefit related lawsuits and Industrial Commission appeals; negotiates rate
increases and benefit coverages with insurance carries, TPA's and consultants;
writes bid specs; analyzes, responds and prepares recommendations on carriers;
negotiates rates with vendors and reviews contracts; oversees pre‑retirement
counseling and Active Retirement program;
oversees ASRS audit and responds to finding for the District; works with
legislators and Government Relations on issues which impact benefit programs
such as retirement, domestic partner eligibility, etc. in order to propose or
stop future legislation; serves on State insurance bid committees such as
retiree health, LTD, etc; maintains current knowledge of, and interprets, IRS,
federal, State, employment and healthcare related legislation; chairs the
Districtwide Job Evaluation committee which recommends salary levels for
positions; makes recommendations on applications of major HR software packages
and systems for compensation, payroll and benefits for systems upgrades and
project management; revises program administration to comply with IRS,
employment, healthcare legislation HIPAA regulations; prepares tax filings for
cafeteria plan and prepares legal plan documents for all IRS Section 125 plans;
procures and oversees administration of third party vendors and consultants;
oversees participation and analysis of external salary surveys; serves in a
line capacity with regards to compensation operations and a staff capacity with
regards to benefit design/programs and HR policies; performs special projects
as assigned by Vice Chancellor; performs other duties as assigned.
Knowledge and Abilities
Knowledge
of: types of plan design options for medical, dental, disability, life
insurance and retirement plans; IRS, federal Social Security, State,
employment, HIPAA and healthcare laws; taxation on cafeteria plans; federal/State
labor, payroll laws, and retirement; underwriting principles; financial
planning principles; principles and practices of personnel administration; job
evaluation methodology and systems; computerized payroll/HR systems; HRIS
project management; bidding processes; tax reporting laws; analysis and
interpretation of system needs; supervisory methods.
Ability
to: apply utilization patterns to plan design and selection of benefit
programs; lead Districtwide committees; prepare financial analyses and budgets;
prepare and respond to state audits; negotiate with carriers, vendors and
legislators; interpret policies, procedures and government regulations; write
bid specs; analyze data; design and implement centralized systems and programs;
organize work flow and supervise the work of others; prepare communication
materials; work independently; communicate effectively verbally and in writing;
establish cooperative working relationships with persons contacted in the
course of performing assigned duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in business/personnel
administration and/or extensive professional experience in human resources or
business services with emphasis on compensation, benefits, and retirement
programs. Senior Professional Human Resource certification preferred.
