Job Summary


Provides leadership and guidance to the District on staffing, employment and recruitment.  Plans, organizes, develops, implements, administers and evaluates the comprehensive human resource employment and recruitment functions districtwide.  Directs specialized projects and initiatives as assigned by the Vice Chancellor Human Resources.

 

Scope


This position works in the area of Human Resources.  Work contacts include Governing Board, executives and other administrators, faculty, staff, governmental and community agencies, consultants, attorneys, local, national and international applicants, colleges and universities and the general public.  Equipment used includes standard office equipment.


Supervision Received


This position reports to the Vice Chancellor Human Resources.  Broad latitude is given in the development and implementation of program objectives; receives general direction regarding routine and standard matters, and specific instructions regarding non-routine and highly sensitive matters.

 

Supervision Exercised


Supervises the positions of Manager Human Resources, and/or other assigned staff.


Representative Duties


Provides leadership and guidance to the District on staffing, employment and recruitment issues;   plans, directs, evaluates and implements employment and recruitment programs including district wide development and implementation of screening, interviewing, hiring procedures, training sessions and alternative delivery methods; assists in the affirmative action program; recommends and aids in developing policy; assures adherence to policies and procedures;  supervises and provides direction to staff engaged in developing and administering human resources policies and procedures; serves on districtwide councils and committees that make districtwide recommendations to various councils; works with and advises Governing Board members, College Presidents and administrators on human resources issues; interprets and maintains compliance with federal and state employment laws; designs, coordinates and facilitates districtwide training programs on human resources issues, management skills, employment laws and other pertinent topics; directs and administers internal districtwide programs such as salary placement according to policy guidelines; oversees central human resources records and management system and compilation of information; works with District Instructional Councils, Vice Chancellor Academic Affairs and College Vice Presidents to develop and implement faculty requirements and hiring qualifications; investigates problems such as employee and applicant complaints; keeps current on and adheres to federal and state statutes and internal policies; establishes short and long term objectives for programs, records management and HRIS; provides direction in the development and implementation of new technological hardware and software that affects the districtwide human resources processes and programs; performs special projects; performs related duties as assigned.

 


Knowledge and Abilities


Knowledge of: human resources management including the areas of personnel practices relative to recruitment, employment, and automated personnel systems; affirmative action principles and multi-cultural constituencies; federal and state employment laws; principles and practices of policy group negotiations; distanced recruitment and communication; records management; budget development and administration; statistical concepts and data collection methods; office management and leadership techniques.

 

Ability to: provide leadership and direction for complex programs requiring continuing district-wide coordination; effectively market the District as a national employer; select, motivate and develop personnel; plan, coordinate and direct the work of staff; provide district management with advice and information; resolve grievances and other situations; research and develop strategies and recommend direction for programs; administer budgets; interpret policies, procedures and governmental regulations; analyze data to arrive at valid conclusions, recommendations and plans of action; design and implement centralized districtwide systems and programs; prepare comprehensive reports and represent ideas clearly and concisely both orally and in writing; establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training and experience that provides the required knowledge and abilities.  An example of this would be a college degree in human resources management, personnel administration, or related field and/or extensive professional experience in the administration of a complex human resources program with an emphasis in the areas of employment, recruitment, employee relations or related field.  Demonstrated leadership skills.  Experience in technology applications.  Human Resources certification desired.
