Job Summary
Plans, implements, controls and evaluates the operation of a
self‑supporting Skill Center offering job training to unemployed and
underemployed residents in cooperation with local businesses, community
agencies and vocational education funding programs.
Scope
This position works in a Skill Center, which is typically a
satellite facility of a college. Work
contacts include state and national legislators, Secretary of Labor, Interior
and Education, administrators, faculty, staff, students, community and business
organizations, the media and the public. Equipment used includes standard
office equipment.
Supervision Received
This position reports to a College President. Work direction is in terms of expected
results with broad latitude to determine specific objectives, methods and
techniques.
Supervision Exercised
Supervises the positions of Assistant Director, Coordinator
Student Services, Coordinator Career Services, Manager College Business
Services, Administrative Assistant and/or other assigned staff. Work direction is provided to faculty and
volunteers.
Representative Duties
Plans, directs and administers the total operation of the
Skill Center; evaluates an employment training delivery system to meet the
needs of unemployed/underemployed residents and local employers; maintains
ongoing system of Business and Industry Advisory Councils to provide guidance
on Skill Center curriculum and services including the validation of training
program competency standards; develops assessment, job placement and support
services to ensure students' successful completion and employment at
graduation; coordinates and develops joint services with the Department of
Economic Security, Department of Vocational
Rehabilitation and other agencies; maintains close contacts with all
segments of the community to enhance the image of the Center and to identify
community educational needs; provides leadership for the development and
implementation of all programs and services; negotiates contracts for services
provided to other agencies; develops grant proposals and administers grant‑funded
programs and services; ensures that required records, reports and performance
are maintained for vocational education funded programs; develops and monitors
budgets; directs facility planning and allocation; hires, supervises and
evaluates staff; provides professional development opportunities for faculty
and staff; plans for student recruitment and facility usage, including
construction planning; monitors labor market and legislative activity relative
to the delivery of employment training services; may engage in legislative
advocacy; makes presentations to business and community groups; participates in
a variety of District committees and task forces and serves as a member of the
College senior management team; performs related duties as assigned.
Knowledge and Abilities
Knowledge
of: legislative lobby techniques; current practices in the administration of
occupational education, student and community service programs; curriculum and
staff development; training needs of business and industry; teaching methods.
Ability
to: plan and direct the activities of a center; establish and maintain top
level relationships within and outside the organization; assess changing labor
market needs and develop responsive programs; supervise staff in delivering
employment training and related administrative services; coordinate plans and
activities with a wide variety of business, community and student groups;
develop and operate programs within funding agency priorities, requirements and
performance standards and to meet revenue goals as a self‑supporting entity;
oversee construction planning efforts; develop and implement budgets;
communicate effectively orally and in writing; establish cooperative working
relationships with persons contacted in the course of performing assigned
duties.
Training and Experience
Any combination of education, training and experience that
provides the required knowledge and abilities.
An example of this would be a college degree in education and experience
in vocational education including familiarity with business services and
private sector employment practices. Masters' degree required; doctorate
preferred.
