Job Summary


Plans, organizes, and administers the Center for Public Policy and Service to promote service learning and to address public policy issues on behalf of the college.


Scope


This position works in the area of administration.  Work contacts include College Presidents, heads of professional and government organizations, legislators and other elected officials, administrators, faculty, staff, students, volunteers, community agency personnel and other professionals working in the area of community service and public policy.  Equipment used includes standard office equipment.


Supervision Received


This position reports to the College President; receives broad direction related to the college mission, goals and objectives.


Supervision Exercised


This position supervises administrators, staff, faculty, students, consultants and volunteers.


Representative Duties


Plans, organizes, and administers The Center for Public Policy and Service to promote service learning and to address public policy issues on behalf of the college; directs programs to address policy issues such as neighborhood empowerment and anti‑tobacco initiatives; coordinates policy analysis and report preparation on various public policy issues; supervise service learning activities of college; plans and organizes conferences and workshops on public policy and service learning issues to provide staff development for faculty and community members; publishes papers and reports on service learning and public policy issues; facilitates the work of the Community Roundtable, The East Valley Think Tank and other organizations affiliated with the Center; makes oral presentations on policy issues and service learning to local, national and international audiences; recommends all new positions within the program; oversees the supervision and evaluation of Center personnel; recruits and hires consultants to EXECUTIVE perform services for the Center; chairs meetings of Center personnel; prepares and monitors budgets in a revenue sustaining finance activity; directs bid specifications, writing and proposal evaluation; makes decisions on computer purchase, facility expansion and maintenance of Center offices; serves on various college, District and community committees and teams; serves as a member of the College's senior management team, President's Council and Deans' Administrative Council; performs related duties as assigned.


Knowledge and Abilities


Knowledge of: public policy issues and analytic techniques; political theory and civic education; K‑12 educational reform; consortium development; assessment and evaluation; strategic planning; community college policy issues; service learning theory and practice; state, local, and national legislation and policies; staff and organizational development; advanced techniques for public management and strategic planning.


Ability to: assess public policy impacts and design policy responses; supervise and direct the work of center programs; implement public policy and service learning programs; write, edit and publish policy reports and papers; prepare and monitor budgets; supervise and evaluate staff and consultants; communicate effectively orally and in writing and establish cooperative working relationships with persons contacted in the course of performing assigned duties.


Training and Experience


Any combination of education, training, and experience that provides the required knowledge and abilities.  An example of this would be a college degree in Public Administration or related field and/or experience in directing policy and research operations in state government or educational organizations.
