Arizona has an extensive system of policies, procedures, committees and computer systems that support a statewide approach to transfer and articulation. Unlike states with a top-down or legislatively controlled articulation system, Arizona employs a bottom-up, faculty-controlled articulation model. Course and program equivalencies between institutions are determined by faculty-to-faculty articulation. Although the model is faculty-driven, there are state controls as regulated by several state boards. At the strategic level, statewide transfer policy is the responsibility of the Academic Program Articulation Steering Committee (APASC). APASC provides oversight for 38 discipline specific Articulation Task Forces (ATFs) and two broader ATFs.

Starting with the 2005-2006 academic year, there will be a new ATF for Admissions and Records. Members will represent admissions, registrar and records offices at each of the public post-secondary institutions in Arizona.
At the District level, The Vice Chancellor for Academic Affairs, with
the support of the Vice Presidents of Academic Affairs, provides senior
leadership for transfer policy.
