Budget Development System

(BDS)




Overview
The Maricopa Community Colleges Budget Develop-
ment System (BDS) is an internally developed soft-
ware application.  Its main purpose is to provide
functionality for developing annual fiscal budgets
within the Maricopa Community College District.  The
target audience for BDS is the District Budget Office
and the individual college Fiscal Agents, managers,
and staff involved in the budgeting process.


Technical Features
BDS was developed in 1999 using PeopleSoft’s
PeopleTools technology; taking advantage of both
in-house and consulting expertise.  Its’ web-based
functionality is achieved through the use of
PeopleCode, SQR, and Crystal development supported
by an Oracle database.  BDS processes are tightly
linked to Human Resource Management System
(HRMS) and College Financial System (CFS) soft-
ware and hardware resources.  Since original
implementation, BDS has continued to grow and
respond to the demands of our expanding college
system and has followed the same upgrade schedule
as HRMS.


Functional Features
BDS offers a rich variety of features to assist users
in achieving their goals. 


Budget Item Maintenance – Budget line items
can be added, deleted, moved, and edited through
a series of on-line panels.  Line item maintenance
is achieved using panels for position searches,
object total review and transaction verification. 
Additional panels provide position history and
functionality for salary and benefit calculations.


Meet and Confer – Perhaps BDS’ most inventive
feature is the ability to model data and report
outcomes for various ‘what-if’ scenarios known to
MCCCD as ‘Meet and Confer.’  This process is the
backbone for determining the cost of proposed
annual increases and employee compensation
possibilities for various employee groups.

Reporting – BDS contains over 40 separate reports
that assist in developing budgets at all levels. 
These reports contain information on budget levels,
line item transactions, position status, HR actions,
salary schedules, and FTE counts; just to name a few
.

District Budget Office
Following ITS’ model of "user ownership," access to
BDS is granted by the District Budget Office.  The
District Budget Office also trains new users and
maintains user documentation to assist with budget
development. Suggestions for enhancements or new
functionality in BDS, as well as questions regarding
access or training can be directed to any Budget
Office staff.
