Has Bloomed
A new
special events insurance program called TULIP (for Tenant Users
Liability Insurance Program) will soon be available and will provide
liability protection for any group or individual using a District
facility or grounds who cannot meet our insurance requirements.
Why
do we need this?
In today's litigious society, we face potential liability in claims
and lawsuits resulting from the negligence of others. Our purchase
orders, contracts, and facility use agreements all require that
any external group or individual using a District facility provide
us with evidence of certain insurance. TULIP will satisfy the liability
portion of those insurance requirements for any group or individual
who needs to submit proof of liability insurance to us.
Who
must purchase this insurance?
Any group or individual using a District facility or grounds who
cannot provide their own insurance that meets the District's requirements.
Who
pays the premium and how is the payment processed?
The group or individual using our facility. The college TULIP representative
will send a completed insurance application to our insurance broker
and the District Risk Manager. After receiving a quotation or premium
from our insurance broker, the college TULIP representative will
collect the premium from the tenant/user and forward them to our
insurance broker. All administration of the program including quoting
of premium, collection of premium, and issuance of certificates
of insurance will be handled by our insurance broker. The broker
will not quote without an application, and they will not issue a
certificate without payment.
What
kinds of events should have this coverage?
Art shows, concerts, exhibits, dances, festivals, recreational events,
sporting events, parades, and conventions. This is only a partial
list though. Check with District Risk Management or your college
TULIP representative for a complete list of eligible hazards/risks.
Are
any activities/events excluded?
These are examples of activities that are not eligible for coverage
and are excluded on the TULIP: balloon rides; bungee jumping; boxing
wrestling, hockey, martial arts events; carnival rides; mechanical
amusement rides or services; diving; pyrotechnics and explosives;
heavy metal concerts are some activities not covered by TULIP. Check
with District Risk Management or your college TULIP representative
for the complete list of ineligible hazards/risks.
What
will it cost?
Premium costs are determined by the nature of the event, the anticipated
number of participants, and the number of days. While it is impossible
to quote rates without detailed information about the event, premiums
for this program are almost always considerably lower that any similar
policy our tenants/users could buy on the open market.
How
will the certificate of insurance be issued?
Our broker will send a copy of the certificate to the college TULIP
representative and a copy will be sent to the District Risk Management
office. The applicant (user) will receive the original certificate
of insurance.
What
if the event is not insurable under this coverage?
Premises users may be required to provide insurance coverage by
alternate methods if an event is of a nature that the District's
insurance broker cannot provide coverage through the established
carrier or alternate means.
How
can I get additional information?
Final implementation processes are currently being discussed with
the college TULIP representatives. Details will be posted on the
District Risk
Management Web site.
