The Western Region Council on Black American Affairs (WRCBAA) is an affiliate of the National Council on Black American Affairs (NCBAA) evolved over 30 years ago during a time of great social, political, cultural and educational change in the United States. In 1968, an ad hoc Black Caucus was organized during the annual convention of the American Association of Junior and Community Colleges, now the American Association of Community Colleges (AACC) to address the changing needs of African Americans in higher education.

The Black Caucus became the NCBAA, the first of the affiliate councils of the AACC. The WRCBAA represents the interests of African American student, faculty, administrators and staff in community colleges in the western states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Nevada, New Mexico, Oregon, Utah and Washington. The WRCBAA serves as a collaborative voice, promoting the academic success of African American/Black students and the development and advancement of faculty, staff and administrators
.
