Faculty Staffing Process

Faculty Governance
1.2.5.1.
Faculty governance is a process
determined by the Residential Faculty.
It is understood that Residential Faculty has responsibility for such
areas as curriculum, subject matter and methods of instruction, research,
faculty status, and those aspects of student life which relate to the
educational process.
1.2.2. College
Staffing Advisory Committee.
1.2.2.1.
The College/Center Staffing Advisory
Committee consists of the appropriate
instructional administrator and at
least four (4) faculty members appointed by the
College Faculty Senate
president. The instructional
administrator will be a nonvoting
member of this committee.
1.2.2.2.
The College/Center Staffing Advisory
Committee will consult with Department/
Division Chairpersons and other
appropriate personnel in order to make
recommendations on the staffing of
residential faculty positions. The
committee’s
recommendations will be delivered to
the College President/Provost.
II. Purpose
The purpose of the EMCC Faculty Staffing Committee is
to create criteria for the justification
of new and vacated faculty positions, receive and
rank proposals from the EMCC Division Chairpersons and EMCC Instructional units
and deliver recommendations to the EMCC College President. This document will be revised/amended by the
Faculty Senate as needed.
III. Membership
The membership of the EMCC Faculty Staffing Committee
will consist of:
Division Chairpersons are not
eligible for membership to the EMCC Faculty Staffing Committee. Also, members
to the committee must be cognizant that they are representatives to all EMCC
Faculty and not their respective divisions.
The terms of committee members will be staggered on three-year intervals
in conjunction with the terms of the division chairs to provide consistency and
ease of transition with the staffing process
IV. Voting
Each representative to the EMCC
Faculty Staffing Committee will have an equal vote with
the exception of the Senate
President-Elect and the appropriate instructional administrator who are both
nonvoting member of the committee.
Proposals for new/vacated faculty
proposals will include justification in the following areas:
In the Fall, the Faculty Staffing Committee will meet
to create a calendar for the following years staffing proposals to be
submitted, reviewed and evaluated for spring.
The calendar will outline the process and dates of protocol.
VII. Filling Vacated Positions
When a faculty position is vacated, the Division
Chair will meet with the appropriate Dean and Faculty Senate President to
determine if the vacated position is still a need for the respective
division. After this meeting, exactly one
of the following will occur:
1.
Based on their
recommendation and the approval of the EMCC College President, the division
will retain the faculty position. If
the EMCC College President decides against retention, the process automatically
goes to the next step.
2.
Based on their
recommendation, the position will be sent back to the EMCC Faculty Staffing
Committee for reallocation.
VIII. Revision of the Staffing Process
Recognizing that Estrella Mountain Community College
is a growing college, the Faculty Staffing Committee reserves the right to
propose (and accept proposals for) changes in this process. Proposals need to be given to the chair in
writing by September 30 for consideration of the following Spring process.
