GUIDELINES FOR STAFFING REQUESTS

Spring 2005

The SCC Staffing Committee works under the mandate of Section 1.2.2 of the RFP. It is an advisory committee reporting to the Dean of Instruction. Its purpose is to provide faculty input to the important process of creating new faculty positions and replacing current ones which have become vacant.

Your request should be a narrative clearly stating and supporting your needs.  Try to state your needs clearly in one or two pages. Refer to the documentation you attach following your narrative, including the data from Jan Binder in Institutional Research.

In addition to your written proposal, it is your right to make a short presentation to the Staffing Committee. You will be given an opportunity to make the presentation provided that you clearly indicate your desire on the cover sheet of your proposal. There is a space provided for this on the document named: “SCC STAFFING REQUEST COVER SHEET”.

 

The committee has developed certain guidelines. Understanding these should help to make your request a better one from the committee's viewpoint.

I. New Positions
These fall into two categories, existing programs and startup programs.

A. Existing Programs
The committee has three broad criteria for evaluating existing programs which need new faculty.

1. Numbers
This is essentially the FTSE history of the program, and is given the most weight. Your request must include a "Staffing Report" for your program prepared by the Institutional Research Office. In your narrative, you should refer to this report and include facts which will help us understand the numbers as they apply to you. We understand that different programs sometimes have different staffing requirements for the same number of FTSE, but we need to have this detailed for us in your request. Also, the RFP bases the number of faculty authorized for SCC on day FTSE only. If your program is unusual in the need for residential faculty to serve in the evening, clearly explain the reasons. If you have documentation supporting the prospects for future growth in the program, you should include it.

 

 

 

 

2.      Integrity of the Curriculum
A position is considered justified if the department or program offers courses which are essential to student progress toward transfer status or fulfillment of other requirements.

3.      Impact on the College
A position is considered justified  if it will benefit the college as a whole, allowing it to serve the community better and to prepare students better.

B. Startup Programs
As of Spring 2002, the committee has a new procedure for startup programs.  You should complete the worksheet entitled "New Program Inquiry Process".

 

 

II.          Other Staffing Committee Policies

A. Replacements.

1. Full Replacement
The policy is that when there is a full retirement, resignation or termination in a healthy program, a replacement will be recommended.  Proposals for such replacements will not be compared against proposals for new positions. A staffing request should still be made.

2.      Entering or Leaving the Active Retirement Program
When faculty in a healthy program move into full retirement in stages via early retirement, the funds covering the position the faculty member had before retirement will be retained in the instructional budget and will continue to fund a faculty position in the same department or program. When the funds amount to a full position, it should be treated as a full replacement position (see above) for that department. For example, if two faculty enter the "49%" program, one replacement faculty position is created. If they both leave their "49%" positions, a second replacement position is created. If one leaves the "49%" program and a third faculty enters the "49%" program, that also creates a replacement position.

B.       New Buildings
When the addition of a new building carries with it new faculty positions, the    Staffing Committee will be consulted regarding the allocation of new positions among the departments and programs occupying the new building.

C.       Sudden Vacancies
When a vacancy is created suddenly and there is not time to go through the normal staffing request process, the replacement will be made through a one-semester-only or one-year-only contract.

D.       Two Requests from the Same Division
If there are multiple requests from the same Division, the Staffing Committee asks the Division Chair to rank them according to their importance to the Division.
