Council was presented with copies of the final draft of the communications plan.  Hazel Davis reviewed the plan.  The point was made that this would help with internal communication.  A motion was made and seconded to approve the communications plan as presented for 2003-2004.  A clarification was made that the term "long-term" referred to a committee and not the plan itself.  A vote was taken and the motion passed with one abstention.
