Council was informed that the college safety officers are calling for fully functioning police departments with a minimum of four certified officers at each site, arming of officers, and other needs to meet this goal. Sandra Stuebner said that this would be a multi-million dollar proposal and that she and Scott Geddis have been authoring a minority report that requests a security force, better lighting, and more emergency phones at all MCCD locations. Council discussed the membership of this "minority" group. A suggestion was made to address the Governing Board and bring students who believe that the proposal from the safety officers group would not contribute to the educational process. Council was told that one new employee who came from Miami-Dade told about a security plan that included better lighting, etc. Sandra informed Council that CALEA is the accrediting body for the safety group. Council discussed opposition to the safety officers' proposal. The point was made that at issue is whether Maricopa should have a police or security force. Council was told that one proposal is now at $3.5 million dollars with a request for 48 new positions and this funding could take away from educational initiatives. It was suggested if the District chose a security force, additional funding would be needed to obtain more equipment such as cameras and lights.
