Council was told that faculty member Bonnie Gray had developed a mediation program that was ready for implementation.  Sandra Stuebner explained the history of the mediation proposal in the Meet and Confer process and that there had been a misunderstanding that this proposal had been approved.  A concern was raised that an FEC vote to implement the program would circumvent the Meet and Confer process.  Council learned that the mediation proposal would be submitted into the Meet and Confer process again this year.  One statement made was that Bonnie Gray's work dovetailed nicely into the Meet and Confer mediation proposal language.  Council discussed the best way to proceed.  It was suggested that the Meet and Confer Team work on language that would correspond with Gray's.  Sandra Stuebner stated that she had sent the Meet and Confer history on the mediation proposal to Bonnie earlier in the day.
