Faculty Transfers

Council learned that a couple of faculty who were not granted faculty transfers think that the word "transfer" is misleading; the process actually offers the right to apply for a transfer and faculty may have to compete with external applicants.  While recognizing that this has happened to only a few faculty, the concern was raised that this situation might increase in the future.  Council discussed the fact that some faculty may like to work closer to their homes. Applying for transfer, the faculty member learns there is an interview process.  The point was made that the faculty member has to be interviewed according to the language in the RFP.  Council discussed different interpretations of the transfer process and whether the language in the RFP should be changed to match the current practice.  When reassignment was mentioned, the point was made that reassignment was not a factor.  Council also discussed that a faculty requesting a transfer to another college might not be the "right fit" for that position.  Council was told that two faculty members who wanted to transfer perceived that they were not acceptable.  Sandra Stuebner suggested that the faculty senate presidents take this issue to their faculty senates for discussion and bring input back to Council.  A suggestion was made to change the name of the process to fit the reality.  As the current internal transfer process was holding up the hiring process, it was stated that faculty who want to transfer should join the open pool.  Council agreed to put the issue on the list for the visit with Christine Hall.  A motion was made and seconded stating that the FEC recommends to the Human Resources Department that the "Faculty Transfer" title be changed to reflect the actual process more accurately.  Council was told that one of the faculty members would be willing to visit with Council.  Council discussed the issue further.  A vote was taken, and the motion carried with fourteen yeas, three nays, and three abstentions.  Sandra Stuebner suggested that the issue still be discussed at college faculty senates.
