Faculty Hiring Cycle

Sandra Stuebner informed Council that she had sent a letter to the college presidents reminded them of the September 15th deadline to share information on the faculty positions to be posted.  Council heard from faculty whose college presidents had not responded by the September 15th deadline.  One Council member asked when the presidents had been given the faculty allocation numbers.  A suggestion was to ask Debbie Thompson when she visits with Council later on.  Janice Reilly stated that she heard that college presidents received the information at a CEC meeting. 

Later in the meeting, Debbie Thompson said that she received the numbers in July and gave the information to CEC at their August meeting.  Council discussed the past agreement that staffing committees would send information for faculty positions to the college presidents by April 1st and that they would send information regarding which positions to post by September 15th.  Janice said that faculty hiring should be kept on the agenda and that Council should eventually discuss the process again.  She also suggested that a subcommittee meet with Human Resources (HR) staff to address concerns in the faculty hiring process.  A concern was raised that the Governing Board and college administrations don't realize a change; in the past, hundreds of applications used to be received for a posted position; now the applicants are not strong and hiring committees hire one-year-only (OYO) in hopes that stronger applicants will be found in the future.  The point was made that faculty have a short hiring window and the hiring process need to be timely.  One concern raised was why a hiring committee needs interview questions prepared before a position is posted.  Another point was made that inconsistencies in the hiring process are across the board.  Sandra Stuebner suggested that Christine Hall be invited to visit with Council regarding all hiring concerns.  One Council member said that timeliness in the process was necessary because, in the past, applicants his department wanted to hire already had jobs by the time the department sent a letter.  Barry Vaughan emphasized that hiring must take place in January, February, and no later than March.  Council heard another concern that one Council member who was hiring a new instructor and asked that the "some evenings and weekends required" language be removed from the posting received resistance from HR staff who have grown used to placing that language in all postings.  Sandra stated that Council should ask Dr. Hall about this issue when she visits at its next meeting.
