Council reviewed copies of the proposed FEC budget for 2008-2009.  Dennis Shaw explained the numbers that he calculated in the proposal.  Dennis reminded Council that expenditures for this year were more than revenues taken in.  Council discussed different line items.  Also, Council discussed the possibility of funds being fungible.  The idea of a setting up a Legal Defense Fund was discussed again.
