CEC Faculty Items

Reyes Medrano reported that Dr. Glasper had attending a meeting on the state of education in Arizona and the reports that came out of that meeting were pretty bleak.  Reyes said that CEC discussed how Maricopa fits into this picture, and Dr. Glasper said the answer was the underserved population which matched the students at Maricopa.  Next, Reyes said that he, Jason Martinez, Janet Regner and Dana Tranberg had met with Senator O'Halleran and asked why he was financially supporting the University of Phoenix, and ASU but not Maricopa.  Reyes said they were told the reason was that Maricopa students fail horribly at the universities.  Reyes reported that he told the senator that the information he had was wrong and that Reyes could get him the correct information.  O'Halleran cited one of the reasons was that many Maricopa classes are taught by adjunct faculty.  Reyes said that he reported this to the Chancellor's Executive Council that is looking at freezing full-time faculty positions again this year.  Reyes reported CEC's review of Debbie Thompson budget recommendations.  A committee of Reyes, Barry Vaughan, Anna Solley, Gene Giovannini and Velvie Green was formed to review all suggestions and recommendations received, and make budget recommendations to the administration.  It was stated that 54 new managers and only 18 residential faculty were hired last year which does not make sense when the primary mission of Maricopa is teaching and learning.

Council learned of a rumor that the administration was talking of transferring faculty from colleges with declining enrollment to colleges with increasing enrollment.  It was also heard that Dr. Glasper while visiting one Senate said that one college would need to transfer out twenty faculty.  Reyes said that he would check into that statement.  Reyes continued that the transferring of faculty was one of Debbie Thompson's proposals to CEC.  Council heard that one faculty member was being terminated because his program was not generating FTSE.  The faculty member had been told to look at other colleges to see if they had any program where he would fit in.  Council focused its discussion on wasteful spending and vacant faculty lines.  Discussion turned to the transferring of faculty and the 90/10 policy in the Residential Faculty Policies.  It was suggested that Council should be proactive and look at bringing colleges back into compliance with the 90/10 policy.  Council listened to another rumor that a retirement incentive may be on the table.  Reyes said that that was another one of Debbie Thompson's proposals and it was not the leaseback program discussed in recent years.  One Council member asked if there were any more details to the proposals discussed at CEC.  Barry Vaughan stated that it was just a list of items to consider saving money.  Reyes said it was a good thing that a committee was formed to look at all the options.
