GCC Vote of No Confidence

Council reviewed and discussed copies of a statement from the Glendale Community College Faculty Senate regarding a vote of no confidence in the District's Information Technology Services.  The statement cited the failure of Blackboard and the continual delay in the implementation of the new Student Information System.  Jim Daugherty reported on the discussions held before and during a special session of the GCC Faculty Senate.  Jim said that the GCC Faculty Senate was asking Council to adopt the statement and have it read at a Governing Board meeting.  A motion was made and seconded to request that Council adopt the motion and that Reyes Medrano read the statement at the next Governing Board meeting.  Council discussed the motion and the need to take the statement to the other faculty senates for their input and approval.  The motion was made and seconded to table the original motion until Council's October 23rd meeting to give the other colleges' faculty senates time to discuss the statement.  Reyes suggested that colleges who do not have senate meetings before October 23rd call for special sessions.  A vote was taken on the motion to table the original motion, and it passed unanimously.  Council discussed possible outcomes to be gained by the reading the statement to the Governing Board.  Council was reminded that for the past few years, Council has asked for external audits of all District Office programs and only one internal audit had been done for MCLI.  A suggestion was made to request an external audit in the statement to be read to the Governing Board pending other faculty senates' approval.  It is hoped that the administration and Board would take the faculty's request for an audit more seriously in today's climate.  Council discussed other issues to add to the statement.  A point was made that the statement needed to be simple and straightforward.  Another suggestion was to consult with the PR firm on this issue.  Council next discussed the media learning of this statement and possibly calling for more information and comments.  Reyes Medrano or Barry Vaughan will take any calls from the media.
