Jim Daugherty stated that he wanted to hear from the other colleges regarding the GCC Faculty Senate's Vote of No Confidence of the District's IT Services and the request that Council adopted the statement and read it at the Governing Board's meeting later in the evening. The College Faculty Senate Presidents informed Council of their Senates' discussions. Council was told that one department at one college was pulling all online classes due to the failures of Blackboard. Council was told that past Councils had requested external audits of all District Office programs. There had been a specific request for an audit of IT a couple of years ago when Blackboard first failed. At that time, the new IT director, Darrel Huish, asked for some time to work on the problem, and ran an internal audit. Council agreed to wait and not push for the external audit. Reyes said he had many administrators to his office asking if Council was going to support the Vote of No Confidence and Reyes informed them that the issue was being discussed with faculty at all of the colleges. Council discussed the fact that time has passed, Blackboard continues to fail, the new Student Information System has problems and continues to be delayed, etc. The point was made that an external operational audit was needed which would include identifying the problem so that it can be fixed, a timeline for fixing the problem, and copies of the external audit be given to Council. Next, Council discussed how to proceed. Council was told of the cost of hiring a consultant for Human Resources, and that a consultant is not an auditor. Council was reminded of the Pedrini Report from a few years ago that was shelved before being used for the basis of the MAT Reclassification. Discussion focused on the current IT problems, as well as who oversees and approves IT. Council discussed when to request the external audit. A suggestion was made to form a statement to read at the Governing Board meeting stating that an external audit was needed because the current problems of IT was having a negative impact on the District's central mission of teaching and learning. Another suggestion was to mention the departments that are pulling online courses due to the problems and the faculty who are not using Blackboard because of the lack of reliability of the system. Council discussed students and how this issue was affecting them. A point was made that Council needs to know what the student governments at the colleges are saying. A question was asked if Reyes and Barry Vaughan should talk to Dr. Glasper first. A point was made that the IT problems are at a crisis level and a Vote of No Confidence would not be effective. What was needed is an external operational audit of IT. Council agreed to a statement being formulated to ask the Governing Board for an external operational audit of IT.
