Council was informed of a previous situation where the Treasurer was unavailable to sign the President's stipend check and Council made a motion to allow the President to sign his own stipend check as long as the motion was recorded in the minutes.  Council was told that a similar situation is occurring and that the current Treasurer is unavailable due to a serious illness.  Council discussed the situation.  A motion was made and seconded to allow Reyes Medrano to sign his own mid-year stipend check.  A vote was taken, and the motion passed with two nay votes.
