Teresa Toney distributed copies and reviewed with Council two items: a Proposed Regulation on Gifts, Gratuities and Unrelated Compensation, and a drafted Proposed Regulation on Gifts, Gratuities, and Unrelated Compensation written by a group of faculty from Glendale Community College. Council also reviewed copies of the State Legislature's House Bill 2230 regarding textbooks which had recently been signed into law by Governor Napolitano. Teresa Toney discussed all three handouts and the comments sent to her by faculty and others regarding the proposed administrative regulation. Teresa stated that the regulation would need to be modified to incorporate the language of the new law. Language in the new law includes: book buyers cannot solicit textbooks from faculty; and faculty will be required to order textbooks in a timely manner so that book stores will have them available for students before classes begin. All comments received during the open comment period would be taken into consideration as well. Teresa informed Council that "town halls" will be held in the fall to further discuss the proposed administrative regulation. In summary, the proposal will go back to "the drawing board" and will be reviewed and modified.
