Public Stewardship

Employee Responsibilities

As an employee, what does public stewardship mean to me?

Employees of the Maricopa Community Colleges are expected to foster the highest standards of personal integrity and honesty in performing their public duties.

Our students, and all of the citizens of Maricopa County, place their trust in us to provide the highest quality in educational programs and services to meet the academic and workforce needs of our communities. Our constituencies also expect us, as public employees, to use resources wisely.

Our Governing Board policies and Administrative regulations provide the framework for performing our duties. It is the responsibility of every employee to not only be aware of these rules but to abide by them.

What actions are expected of me as an employee?

In addition to performing your work with the highest of ethical standards, each employee is required to:

The type and number of disclosures is based on an employee‘s scope of duties and activities in the District.

For a complete list of training and disclosure requirements, please see:

I can‘t remember which training or disclosures I have completed and when, is there one place I can go to verify what I have completed?

Employees can access their Training and Development record through the HRMS system:

Training records are updated from Blackboard within 48 hours of completion.

What happens if I don‘t complete the training or the disclosures?

The two training modules and the disclosures are designed to provide you, as a public employee, important information you need to perform your job. They are also designed to provide assurances to the citizens we serve that employees understand they are accountable to the public. If an employee is unable to complete the training and disclosures, supervisors will work with that person to provide the extra support needed to ensure they are completed. The Governing Board has decided that if an employee makes an independent decision to disregard District policy which requires the completion of the two training modules and submission of the disclosures, the employee may be terminated.

What do I do if I have evidence of, or have concerns about policy violations, fraud, theft, enrollment irregularities, conflict of interest or the misuse of public resources?

  1. Report the activity to your supervisor.
  2. If there is a suspected problem with the supervisor, contact Employee Ombuds Services at 480-731-8084
  3. When employees don‘t know where to turn, contact the Employee Ombudsperson or the Maricopa Concernline.

Employee Ombuds Services
The function of the employee ombudsperson is to provide informal, neutral and confidential guidance on concerns. Employment-related decisions that are subject to established employee grievance processes should still be vetted through those mechanisms.

Maricopa Concernline
The Concernline is a 24 hour/7 day a week service that is operated by Global Compliance, a third-party vendor. Also referred to as the 24/7 Hotline, this tool serves as an anonymous reporting mechanism for submitting concerns such as fraud, theft, policy violations, enrollment irregularities, conflict of interest, and the misuse of public resources.

Concerns may be submitted either by phone at 1-866-447-9819 or by web at www.concernline.maricopa.edu

Once reported, concerns are evaluated and assigned for review or investigation. All concerns receive a reply upon conclusion of the review or investigation.
