Biography

Steven Bloomberg, Ed.D., serves as the sixth Chancellor of the Maricopa County Community College District (MCCCD), beginning his term on July 13, 2026. With 10 colleges and 31 satellite campuses situated throughout Maricopa County, MCCCD serves more than 145,000 students annually with the support of 10,000 faculty and staff members.

Throughout his 30-year career in higher education, Dr. Bloomberg has led initiatives focused on workforce development, student success, institutional operations, strategic planning, and community partnerships.

Before his appointment, he served as the seventh Chancellor of the Kern Community College District (KCCD), a multi-college district serving 30,000 students at Bakersfield College, Cerro Coso Community College, and Porterville College. During his time at KCCD, Dr. Bloomberg developed a five-year strategic plan, increased enrollment, improved student retention rates, expanded workforce and education programs, including bachelor’s degrees, developed industry-aligned partnerships with the Pacific Steel Group and Hard Rock International, created summer STEM-based learning opportunities for fourth-eighth graders, and developed the district’s first-ever mobile learning laboratory.

Prior to his role at KCCD, Dr. Bloomberg served as the President of Southeast Arkansas College (SEARK). At SEARK, he increased student enrollment across demographic groups, including high school students, incarcerated students, workforce training participants, and student-athletes. Additionally, Dr. Bloomberg championed solutions to address food and housing insecurity, leading to the opening of the college’s first student housing facility. He implemented an early college academy and career center for high school learners. Dr. Bloomberg also led the development of new degrees focused on industry needs, including Hospitality and Management, Cybersecurity, and Supply Chain Management. In 2023, he established an athletics program that included baseball, softball, basketball, and esports.

Additional leadership positions Dr. Bloomberg has held include Executive Vice President and Chief Operating Officer at Oklahoma City Community College (OCCC), Vice President of Community Development at OCCC, Executive Director of Continuing Education and Off-Campus Programs at Florida Gulf Coast University, CEO of the Borger Economic Development Corporation in Texas, Dean of Workforce Education at Frank Phillips College in Texas, and Director of Workforce Development at Cerro Coso Community College in the KCCD.

While serving as the Workforce Development Program Director at Frank Phillips College, he also taught courses in Business Administration and Strategic Planning.

Since 2025, Dr. Bloomberg has served on the American Association of Community Colleges Workforce Development Board. He has also served on boards for Kern Economic Development, Boundless Bakersfield Economic Development, Southeast Arkansas Workforce Development, Arkansas Community College Association, Pine Bluff Manufacturing Alliance, and The College Board - Southwest Regional Board, among others.

Before leaving SEARK in 2023, Dr. Bloomberg received the key to the city presented by Pine Bluff Mayor Shirley Washington.

Dr. Bloomberg is a first-generation college student and attended Cerro Coso Community College. He earned a Bachelor of Arts from the University of La Verne in La Verne, California, a Master of Education from West Texas A&M in Canyon, Texas, and a Doctorate in Higher Education Leadership from American College of Education.
