Phoenix Promise Program

The City of Phoenix in partnership with the Maricopa County Community College District (MCCCD) is committed to providing scholarships to City of Phoenix Residents who are pursuing an associate degree or baccalaureate degree from any one of our Maricopa Community Colleges. To apply, students must complete a scholarship eApplication, authenticate City of Phoenix residency, and meet other eligibility requirements.

Scholarship applicants must meet and maintain eligibility requirements for each semester throughout the duration of the program.

Be a graduate of a public or private high school, home school, or online school, or have obtained a state accredited General Educational Development (GED) credential on or after December 1, 2023.

Program Benefits

  • Cost of Arizona resident tuition and fees from Fall 2023 through Spring 2025, after all other grants and scholarships have been applied.
  • $965 in student support each Fall and Spring semester to help cover educational expenses such as books, fees, technology, supplies, transportation, food, and childcare.
  • An Academic Advisor to provide support throughout your Promise Program experience.
  • Access to workshops, boot camps, tutoring, counseling, and other support services.
  • Assistance from College Career Services in building essential job readiness skills, help with placement in internships and service-learning programs, resume development, and more.

Frequently Asked Questions

Yes. If you have already paid, you will be reimbursed if you do not owe any additional tuition and fees, and then receive your scholarship and student support.

First, we will apply the other grants and scholarships to what you owe for your tuition and fees. We will then adjust the amount of your Promise Program scholarship to cover any remaining balance. Regardless of what other scholarships and awards you receive, we will still give you $965 of student support per Fall and Spring semester.

Yes, you must be a resident of the City of Phoenix to be considered for this aid money. If you are not a resident of Phoenix, there are other public and private scholarships available, some of which you can find on Maricopa Community Colleges’ scholarship portal.

Unfortunately, undocumented students, including DACA students and DREAMers, are not eligible for federal student aid. If you wish to be considered for other scholarships offered through the Maricopa Community Colleges Foundation, complete and submit the Foundation's general scholarship application.

A minimum of 6-credit hours per semester.

Colleges and universities are legally prevented from sharing personal information about enrolled students unless a warrant backs the request. This includes requests from local, state, and federal law enforcement agencies. The immigration status of students and their parents is protected under the Family Educational Rights and Privacy Act (FERPA). Schools must have written permission from the parent or eligible student in order to release any information from the student’s education record. There are exceptions: institutions may release information without written student or parental consent to comply with a judicial order or a lawfully issued subpoena.
